Blue Water Bridge Authority Corporation (BWBC)

The Blue Water Bridge Corporation was a Canadian Crown corporation responsible for the operation and maintenance of the Canadian side of the Blue Water Bridge in Point Edward, Ontario. It was established on May 21, 1964 via the Blue Water Bridge Authority Act (Canada), which authorized it to provide highway traffic between Canada and the United States over the Blue Water Bridge. It was granted exclusive rights to levy tolls on westbound traffic from Canada to the United States in order to offset the costs of operation, maintenance, and construction.

On February 1, 2015, the Blue Water Bridge Authority Corporation was amalgamated with St. Mary’s River Bridge Company and Federal Bridge Corporation Limited to form a new corporate entity, Federal Bridge Corporation Limited, which currently owns and maintains the Canadian side of the Blue Water Bridge along with three other international bridges in Canada.

Description

The Blue Water Bridge Authority Corporation Back Office System (BOS) solution provided customer service and account management for the electronic toll processing. The Back Office System was provided by emovis which required customization based on the Blue Water Bridge Authority Corporation business rules to manage operations and provide customer service.

PSS contribution

P Square solutions team under the general software development and consulting services developed the financial engine for Back Office System (BOS) provided by emovis. The team developed the financial management modules features including financial reconcilations and reporting. Replenishment analysis, rebill, invoicing and statement generation modules for the BOS system to were also developed. The team developed independent interfaces from BOS to the payment gateway system, 3rd party financial accounting package and provided support after the project go-live phase.

The team also performed complete Data Migration from Legacy system data to the new BOS system from emovis. The team provided expertise in data analysis, data mapping, data conversion and complete ETL scripts to migrate legacy dataset to the production enviornment before go-live. The data migration was conducted in three phases – first one as bulk migration and next two incremental migration to support the transition to the new vendor. The dataset included last ten years worth of data for the legacy system.

The team also created customer friendly BWBC website for Electronic Toll Collection (ETC) customers to manage their E-ZPass accounts, view toll trips and monthly statements, order new transponders and other supplies.
